Offshore technology is converging on submersible and depth-adjustable pens that let operators move fish below the surface to escape heat, storms and, in some regions, sea lice.

1. The wild-capture squeeze is a structural tailwind for farmed seafood

Global Insight: Three regulatory shifts tightened wild-capture supply from the start of 2026. The World Trade Organisation Fisheries Subsidies Agreement is forcing countries to wind back subsidies tied to overfishing and illegal, unreported and unregulated (IUU) fishing, which gradually reduces distant-water fishing effort. The High Seas Treaty entered into force in January 2026, enabling new marine protected areas and stricter assessments in international waters. Groundfish forecasts point to supply declines for Atlantic cod, Pacific cod and pollock through the year, with pricing at seasonal highs.
NZ Relevance: When wild supply tightens and prices firm, farmed protein with a credible sustainability story gains share. New Zealand's aquaculture strategy already targets 3 billion dollars in sector revenue by 2035, up from roughly 650 million dollars, with salmon expected to climb from about 15,000 tonnes to 70,000 to 80,000 tonnes. A tightening global wild-capture picture strengthens the demand case underpinning that ambition.

2. Land-based salmon's reckoning arrived, and the lesson is discipline

Global Insight: The land-based recirculating aquaculture system (RAS) sector had a defining quarter. Florida's Atlantic Sapphire, the most prominent land-based salmon venture, signed a restructuring on 23 May 2026 to delist from the Oslo exchange after warning it needed 25 to 30 million US dollars to avoid insolvency; its board stated equity value was most likely lost, and an investor group took control at prices as low as 0.10 Norwegian kroner a share. In contrast, China's Nordic Aqua Partners reported clean numbers, roughly 2,133 tonnes head-on gutted in the first half of 2026 at a 95 per cent superior rate, and Denmark's Danish Salmon has now posted two profitable years. The dividing line is not the technology; it is whether operators secured buyers, right-sized the build, and had run this kind of plant before.
NZ Relevance: Fjordland Group is proposing a land-based closed-containment salmon operation at Ocean Beach in Southland, between 10,000 and 30,000 tonnes, pending MPI approval to import Atlantic salmon eggs. The global record says the concept can work, but only with staged validation and secured offtake, and it punishes monument-building.

3. Submersible pens are becoming the answer to the heat problem

Global Insight: Offshore technology is converging on submersible and depth-adjustable pens that let operators move fish below the surface to escape heat, storms and, in some regions, sea lice. In 2025 and into 2026, Innovasea's fully submersible SeaProtean pens grew greater amberjack in the Red Sea for Saudi Arabia's NEOM project through an intense summer with no heat-related mortalities, by moving fish below the thermocline, paired with AI biomass cameras and remote subsurface feeding. Norway's development-licence system continues to pull capital into exposed-site designs. One market estimate puts the offshore fish-farming systems market at about 1.2 billion US dollars in 2025, rising to 2.8 billion by 2034.
NZ Relevance: This speaks directly to the constraint that actually limits New Zealand King salmon: summer thermal stress in warming inshore waters, not sea lice. Rising sea temperatures are already pushing the industry toward cooler, deeper, more southern sites. Depth-adjustable technology is a core enabler of that shift, letting fish hold in cooler water layers during heat events.

4. Feed's structural squeeze reopens the by-product opportunity

Global Insight: Feed is up to 70 per cent of finfish production cost, and the input base is under real pressure. According to IFFO, the marine ingredients organisation, global fishmeal production fell 28 per cent year on year in the first quarter of 2026 and fish oil fell 12 per cent, against intensifying demand. Feed prices have risen by up to 30 per cent. Novel ingredients are advancing but only partly filling the gap: single-cell protein trials by dsm-firmenich showed performance comparable to fishmeal-based feeds, and insect and algal ingredients now hold formulation share.
NZ Relevance: New Zealand imports most of its aquafeed and carries that cost and supply exposure. It also underuses two domestic streams: fish and salmon processing trimmings, and Greenshell mussel processing by-products. These can become feed ingredients (hydrolysates, oils) and, in the case of mussels, high-value marine bioactives for nutraceuticals.

5. Offshore scale-up is an iwi-led opportunity, and Norway shows how to structure it

Global Insight: Offshore aquaculture is where global growth capital is heading, driven by inshore space constraints, warming waters and user conflict. Norway's development-licence model, which grants innovation licences in exchange for advancing exposed-site technology, has been effective at pulling private investment into open-ocean designs, with a large share of applications and awards targeting the most exposed sites. It is a policy design worth studying: it ties public support to demonstrated innovation and de-risking.
NZ Relevance: New Zealand's offshore pipeline is concentrated in the south and largely iwi-connected. Close to 9,000 hectares of aquaculture settlement areas have been set aside for Ngāi Tahu and the Crown to assess in Southland, reflecting the 20 per cent of new water space owed to iwi under the Māori Commercial Aquaculture Claims Settlement Act 2004. Ngāi Tahu Seafood's Hananui project is in the fast-track process with a decision expected in early August 2026, proposing 14,440 tonnes of Chinook within five years. Ocean Farms is progressing a 475-hectare open-ocean proposal off Rakiura, potentially 20,000 tonnes by 2035, which it links to roughly 711 million dollars in revenue and 243 jobs.

6. Seaweed and multi-trophic farming move from concept to consent

Global Insight: Macroalgae is drawing serious research and commercial attention beyond the cattle-methane story, for human food, bioactives, biomaterials and packaging, and as the nutrient-absorbing partner in integrated multi-trophic aquaculture (IMTA), where seaweed and shellfish are grown alongside finfish to take up dissolved nutrients. The European Union's Horizon programme has opened dedicated calls for sustainable macroalgae cultivation and added-value applications, signalling where public research money is going.
NZ Relevance: New Zealand's seaweed sector is nascent but moving. Greenwave Aotearoa has gained consent for a trial site at Rakiura to farm three seaweeds including giant kelp (macrocystis) and bladder kelp. Co-locating seaweed and shellfish with salmon offshore offers both a new revenue species and a nutrient-mitigation tool that can ease the environmental case for finfish expansion.

7. Traceability is now a market-access gate, and a premium lever

Global Insight: The European Union's CATCH digital traceability system became mandatory for all fishery product imports from 10 January 2026, replacing paper certificates; roughly 70 per cent of EU seafood is imported and around 80 per cent falls under IUU rules. The friction is real. After a consignment of Alaska pollock was stranded off the Dutch coast on rejected paperwork, the European Commission extended the compliance deadline to 30 November 2026 for seven countries, and an EU expert report has acknowledged persistent technical flaws in the platform. Alaskan exporters describe the system as a de facto trade barrier requiring thousands of data entries per shipment. The strategic read from the sector is that the same digital traceability that is a compliance cost is also an economic advantage, opening access to higher-margin, provenance-conscious buyers.
NZ Relevance. New Zealand is among the seven countries granted the extension to 30 November 2026, alongside the United States, Canada, Norway, Iceland, the Faroe Islands and South Africa. That is a reprieve, not a reversal, and it gives NZ exporters a defined four-month window to get systems in place rather than an indefinite one. More importantly, NZ's clean-water provenance is only worth a premium if it can be proven digitally, end to end, in the systems buyers now expect.

8. The sea-lice-free status is a premium moat worth defending

Global Insight. Sea lice remain the salmon industry's most costly and reputationally damaging constraint in the Northern Hemisphere, and the tools are getting more expensive. British Columbia tightened its site lice threshold again in 2026, and a widely discussed 2026 review argued that cleaner fish, once promoted as the natural solution, were adopted at industrial scale before their efficacy and welfare were proven, a cautionary tale about scaling unvalidated fixes. Continuous laser and camera delousing is now displacing biological control.
NZ Relevance. New Zealand King salmon is naturally resistant to the sea lice that burden Atlantic salmon overseas, per Invest New Zealand. That is a structural cost and welfare advantage, and a marketing asset, that grows more valuable as Northern Hemisphere treatment costs rise. It also carries a discipline lesson: adopt proven technology, not hype.

9. India opens for New Zealand seafood, on a seven-year clock

Global Insight: New Zealand and India signed a comprehensive free trade agreement (FTA) on 27 April 2026. It is not yet in force. The first of three parliamentary readings is complete and the enabling bill sits with the Foreign Affairs, Defence and Trade Committee, which closed public submissions on 19 July 2026 and holds oral hearings on 27 and 30 July. No entry-into-force date is fixed, though both governments have signalled they want ratification done quickly, and Prime Minister Modi visited New Zealand in July, the first visit by an Indian Prime Minister in 40 years. India's middle class, estimated at 435 million, is projected to reach around 715 million by 2030 to 2031, making it one of the more significant new premium-food markets to open in years.
NZ Relevance: Under the agreement, tariffs on key New Zealand fish and seafood exports, including mussels and salmon, currently around 33 per cent, are to be phased out over seven years. That is a slower path than the immediate elimination granted to sheep meat and wool, and unlike much of dairy, seafood is squarely included. The long phase-in means the value accrues to those who build the market position now, ahead of the tariff falling.

10. Australia's algal bloom exposes the gap between detecting and predicting

Global Insight. South Australia is more than a year into the largest harmful algal bloom in Australian records, and the commercial damage is still compounding. The bloom, driven by a Karenia species and triggered by a marine heatwave combined with nutrient-rich floodwaters from the River Murray, at one point covered an area roughly the size of Kangaroo Island, over 4,000 square kilometres. Residents have logged more than 117,000 dead marine animals across over 800 species. In March 2026, Yumbah Aquaculture, Australia's largest shellfish aquaculture company, closed its Kangaroo Island abalone farm at Smith Bay, citing roughly 10 million dollars of impact and calling continued operation unsustainable. State and federal governments have committed more than 160 million Australian dollars in response, including 17.3 million dollars for science, research and monitoring, with a specific investment in real-time oceanographic water quality monitoring and forecasting..
NZ Relevance. Greenshell mussels are filter feeders, so biotoxin events close harvest regardless of how well an individual farm is run. This is not hypothetical here. New Zealand Food Safety issued a paralytic shellfish poisoning warning on 1 May 2026 for Port Underwood in Marlborough, the heart of the mussel industry, after a shellfish result of 0.81 milligrams per kilogram exceeded the safe limit. A major Alexandrium catenella bloom halted all shellfish harvesting in Queen Charlotte Sound in 2011. Warming water increases the frequency and duration of these events, and closures hit revenue, contract reliability and optimal harvest size at the same time.
